Is there a way to activate Windows product key without going online?

I had to do a complete re-install of Windows 10 and wish to activate the key, I know you used to be able to do it by telephone ,but I think that option has gone.

If you do not activate the key will you get a popup window appear for example every 12 weeks , 90 days etc asking you to verify the product key

    Welcome to Microsoft Q&A!

Thank you for providing the detailed information.

Yes, Windows 10 IoT Enterprise 2019 LTSC can operate without Internet connectivity, but the activation experience depends on the licensing method used.

Windows 10 IoT Enterprise supports a Deferred Activation state. Devices that have never connected to the Internet can remain fully functional without activation, and no activation watermark or disruptive activation notifications are displayed. The device continues to operate normally, although it does not have access to Microsoft services that require activation.

Once a device is connected to the Internet, Windows attempts to activate with Microsoft's activation servers. If activation fails, Windows displays activation-related user interface elements. Specifically:

    • An activation watermark appears approximately 3 hours after the device is online and not activated.
    • The watermark reappears after each reboot if the device remains inactivated.
    • There are no full-screen activation prompts (interstitial UI).
    • There are no personalization restrictions.

    Regarding offline activation:

    • Phone activation may still be available for eligible Windows licenses by using SLUI 4 (slui 4). Availability depends on the license type and current activation policies.
    • For volume-licensed environments, the Volume Activation Management Tool (VAMT) can be used to perform proxy activation for devices that do not have direct Internet access.

    Therefore, for your scenario:

    1. If the Windows 10 IoT Enterprise 2019 LTSC device has never been connected to the Internet, it can remain in the Deferred Activation state without periodic activation popups or watermarks.
    2. If the device has connected to the Internet and is now showing as not activated, you should use the activation method supported by your license type, such as online activation, phone activation (if available), or VAMT for volume licensing.
    3. I am not aware of any documented Windows 10 IoT Enterprise behavior that triggers activation reminders every 90 days or 12 weeks. The documented behavior is activation failure UX after the device is considered online and activation cannot be completed.
