Need help unlocking my account

Question

My other Microsoft Outlook account was compromised, and I was able to recover access to it. After recovering the account, I enabled Two-Step Verification myself to secure it and still have access to this Two-Step Verification.

A few hours later, after upgrading my PC from Windows 10 to Windows 11 and signing back into my Microsoft account, the account became locked/disabled. The message says the account was disabled due to activity that violates the Microsoft Services Agreement.

I submitted an account reinstatement request, but the responses I received only addressed Two-Step Verification and said Microsoft cannot assist with account recovery when TSV is enabled. I am not asking Microsoft to remove or bypass Two-Step Verification, and I am not trying to change my security information.

My issue is the account suspension itself. I am trying to understand how I can request a review of the disablement and whether my account can be reinstated, especially since the account had been compromised after I regained control of it.

If this was actually a lock due to suspicious activity or for violating of Microsoft's Terms of Use agreement, then you should be using this process, not Account Recovery.
