I am trying to move my email address from my old HP computer to a brand new HP computer.

When I put my email address in, it tells me that I can't because that address is already taken

It is by me. At time it accepts the email address but wants to send me a code to verify my address

but the old computer that they send the code is turned off. Thus, I can't retrieve the code

Do you have another way to verify its you trying to access the account like sending the verification code to another verifcation method such as an alternate email? If yes, choose your email adress to send the code.

If you do not have access to any recovery method then your only remaining way to access the accout is by the help of account recovery form: https://account.live.com/acsr

Microsoft takes account security seriously, so the recovery process is fully automated to prevent unauthorized access. Complete the form using a device and location you've used before, and make sure to provide an accessible email address.

Microsoft typically reviews recovery requests within 24 hours. If your request is successful, they’ll send instructions to help you recover your account.

Help with the Microsoft account recovery form: https://support.microsoft.com/account-billing/help-with-the-microsoft-account-recovery-form-b19c02d1-a782-dee6-93c3-dc8113b20c42

You can submit the form up to twice within a 24-hour period, so feel free to include any new details you remember each time until you recover your account.
