Can't I make sys repair disk on windows 11 64 bit when it says files not found and I've already used SFC and DISM?

I used SFC/ SCANNOW and DISM /Online /Cleanup-Image /RestoreHealth and they reported no problems. When I try to make a sys repair or sys image disk I get "files not found" and "insert install disk" (paraphrasing). I have a Dell 7060 SFF and It came with Windows 10 premounted and when I got it, I was instructed how to upgrade to Windows 11 - so, no install disk. What to do?

    Hi,

    Are you seeing the following error when creating the Recovery drive?

    User's image

    If so, please open Command Prompt (admin) and run the following commands:

    reagentc /info
    
    dir C:\windows\system32\recovery /a
