After signing in, you can go directly to https://learn.microsoft.com/users/me/credentials/?tab=credentials-tab
Open the certification details.
Choose Print.
In the browser print dialog, select Save as PDF. Thanks.

They your issue is that your certification is not on your profile not that you cannot download it.
Certifications should appear on your Microsoft Learn profile under https://learn.microsoft.com/users/me/credentials/?tab=credentials-tab
What you need to check and then do if you cannot find your certification is covered by this page https://learn.microsoft.com/credentials/certifications/missing-certifications
