Microsoft for Startups x Barclays Eagle Labs - we received $100k credits but denied with create GPUs VM

We are an AI startup. We build our own models using GPUs. Having access to GPUs is essential for our work. We have been approved by Microsoft for Startups, and received referral code from Barclays Eagle Labs for startup, which allowed us to obtain $100,000 in Azure credits. However, we cannot use these credits for our work because the support team is refusing to increase our quotas for creating virtual machines with GPUs. Now we’re at an impasse. Every day, customer support comes up with different reasons for denying requests. What should we do?
