Let me update the steps above, as they may be outdated. In Outlook on the web, go to Settings > Mail > Message handling > Mark as read, then select Don't automatically mark items as read.

In Outlook on the web, change the Reading pane setting so messages are not automatically marked as read:

1. Open Settings.
2. Go to Display settings > Reading pane.
3. Select Don’t automatically mark items as read.

If preferred, the same area also lets messages be marked as read only after they stay selected for a set number of seconds, or when the selection changes.
