Preservation Request / Law Enforcement Portal Login Trouble

Hello,

I am not able to login to the law enforcement portal with my ".gov" city email. How can I whitelist that email to create a law enforcement portal account, or how can I make a preservation request for an investigation I am conducting pursuant to a warrant or court subpoena?

To answer your follow-up questions:

-When I try to log in, I am told the email does not exist. When I try to create an account, I am told that I can not use a school or business email.

-The domain of the email address I am attempting to use is @city-state.gov

-The account validation failed on the first stage of the process when I typed in my email. This was both when I tried to create an account and when I tried to sign in with an existing account.

-I have never been able to access the portal, but my email that I am trying to use is with Outlook.

-As far as the preservation request goes, I am trying to submit one for subscriber information, location information, etc. in any way required or allowed for a specific Outlook email for a specific timeframe while I request a warrant so that I can submit the search warrant on a later date.
