The "This website is blocked by your organization" page is typically generated by your organization's security or web filtering solution rather than by Microsoft Edge itself. In most environments, this page cannot be customized directly from within Edge. The location where you can edit the block page or configure an approval workflow depends on the product enforcing the restriction.

If you're using Microsoft Entra Global Secure Access (Internet Access), you can customize the block page by replacing the default message with your own text and adding clickable links. This makes it possible to direct users to a request form or IT service desk for website review.

If you're using Microsoft Defender for Endpoint Web Content Filtering, there isn't currently a built-in way to customize the block page or add a native Request Access button. A common approach is to direct users to an external request process such as Microsoft Forms, or other help desk portal, where they can submit the blocked URL and their business justification for review.
