On an Azure Communication Services resource, creating a 10DLC Brand/Campaign regulatory document (Telephony and SMS > Regulatory Documents > Add > United States > Local > Brand) returns: "Your subscription is not eligible for Brand and Campaign registration."

The subscription is Pay-As-You-Go with a US billing address, and toll-free SMS verification already works on this same resource — so the subscription appears to meet the documented 10DLC eligibility requirements.

Other users have reported the same behavior on qualifying Pay-As-You-Go and MCA subscriptions with US billing, where this banner appears despite meeting the requirements.
