Good day, as a forum moderator, I genuinely wish I could directly access your account or delve into the backend systems to diagnose and fix this for you. Unfortunately, my role here is limited to providing general guidance and solutions that can be applied by users. That said, your screenshot actually explains the restriction quite clearly. Azure is not reporting an overdue balance. The card is being retained because your billing profile is still within an open billing period, which closes on the 5th of the month, and pending usage charges may still be accumulating against it. Once the billing period closes and all charges have been processed, you should be able to detach the card normally.
If you need to change the card now, the screenshot also offers an alternative. If your goal is simply to change which card is on file rather than remove it entirely, select Cancel, then choose Replace in the default payment method section. This swaps the default card, though it does not remove the requirement to keep a valid payment method on file while charges are still being finalised.
If removal still fails after the billing period closes, please open an Azure Billing support request. It would help to include:
- Billing account ID
- Billing profile ID
- Cancelled subscription IDs
- Last four digits of the card
- A screenshot of the detach error
- Confirmation that all invoices are paid
- The date the subscriptions were cancelled
