Unable to change privacy settings on Xbox

My Microsoft account is age verified, I'm not in a family group, and the Xbox privacy setting 'You can communicate outside Xbox with voice & text' says 'Preferences saved' but immediately reverts after refresh. I've tested multiple browsers and devices. This appears to be a backend account/privacy profile issue. Please escalate it to the Xbox Account/Privacy team. AI chat bot was not helpful.
