SharePoint/OneDrive blocked by Acceptable Use Policy throttle (ERR_TOO_MANY_REDIRECTS) — Microsoft 365 Developer Program tenant

My Microsoft 365 Developer Program tenant currently has SharePoint and OneDrive blocked.

Tenant details:

  • Tenant ID: <PII removed>
  • Verified domain: <PII removed>.onmicrosoft.com
  • Tenant type: AAD, Country: US

Symptoms:

  • In the browser, any SharePoint page redirects to https://<PII removed>.sharepoint.com/_layouts/15/PolicyViolationThrottle.htm#2057, and Chrome shows ERR_TOO_MANY_REDIRECTS ("<PII removed>.sharepoint.com redirected you too many times").
  • The OneDrive desktop client separately shows: "We can't reach this library because of a service issue. Restart OneDrive to try again."

Deleting cookies and restarting OneDrive haven't changed anything, so this looks like a farm-level Acceptable Use Policy block rather than a local config issue.

I already raised a ticket through the Microsoft 365 admin center's normal support flow, but it was closed because the tenant is a Developer Program tenant and isn't covered by standard support. I also tried Engage Center and was told SharePoint issues go through the regular ticket flow instead — so I'm stuck between the two.

Could someone help get this escalated to whoever reviews AUP flags for Developer Program tenants? This sandbox is used only for development/testing, and I'm not aware of anything that should have triggered a violation. Happy to share further logs if needed.

    Please note that this is a public, user-to-user forum, community members and moderators have no access to internal tenant information or backend systems and therefore cannot investigate or remove service-level restrictions.

    I understand how frustrating it must be to be redirected between different teams while SharePoint and OneDrive remain inaccessible. According to Microsoft’s guidance in Error “This page has been blocked as it violates the Acceptable Use Policy”, if you believe the restriction was applied by mistake, the recommended action is to select Contact support from the SharePoint Acceptable Use Policy page in the Microsoft 365 Admin Center

    For reference, I found a similar case involving a personal Microsoft 365 Developer E5 sandbox. The affected user successfully contacted Microsoft Support through the Microsoft 365 Admin Center. After reviewing screenshots and diagnostic logs, the support agent escalated the case to an internal backend team for further investigation.

    Could you please confirm whether you followed the same steps described in this thread, or whether your previous ticket was submitted through the general Microsoft 365 support flow?

    In that case, the user went to Microsoft 365 Admin Center > Support > Help and support, searched for “Acceptable use policy in the terms of use error,” or and then selected Contact support.

    Being redirected between different support channels while SharePoint and OneDrive remain inaccessible can be incredibly frustrating and exhausting. As a fellow user, my visibility is limited, and I do not have access to the internal systems or tools required to investigate tenant-level restrictions. Only Microsoft’s internal support teams can review the issue and take further action.
