Your one-time PowerPoint 2019 license does not automatically become a Microsoft 365 license. The newer installation cannot activate if it does not match the product attached to your Microsoft account. Office 2019 support has ended, but the existing license can still be reinstalled, although it no longer receives security updates.
Here are some suggestions you can try:
Uninstall the newer Microsoft 365 or Office version from the computer. Different or incompatible Office license types can prevent activation.
Restart the computer, then sign in to your Microsoft account Services & subscriptions page using the same account used when PowerPoint 2019 was first activated.
Under Products you’ve purchased, locate Office or PowerPoint 2019 and select Install. Do not enter the product key again if it was already redeemed, because the Microsoft account now serves as the license for reinstalling and activation.
Open PowerPoint and sign in with that same account.
If the 2019 product is not listed, contact Microsoft Support and provide the purchase receipt and product-key information privately.
