Managing personal Outlook.com account settings, security, and privacy
Hi there!
With regards to the message asking for parental permission, this usually appears when your Microsoft account is being treated as a child account under Microsoft Family Safety, even if you don't recall setting it up. Possibly due to a wrong date of birth previously set, a previous Microsoft family setup you have, etc.
Since you mentioned that the Family page only shows your account and you don't have the option to manage or remove the family, one thing I can suggest based on my experience is to try adding another Microsoft account as the family organizer/adult. You can do so following:
- Create a new Microsoft account that will act as the family organizer. If you don't have other accounts you can create one at https://signup.live.com/
- Using that new account, create a Microsoft family group and invite your current Microsoft account to join as a family member.
- After your current account joins, sign in with the organizer account and check if you can remove any age restrictions or change your current account's role.
- Once the restrictions have been removed, leave or delete the family group if you no longer need it, then try creating your new Outlook.com email address again.
