Hello, thank you for reaching out to Microsoft Q&A.

Here's what you can try first -

    1. Run the Bluetooth troubleshooter once and pair your Samsung mobile device.
    • Go to Start > Settings > System > Troubleshoot > Other troubleshooters.
    • Locate Bluetooth in the list, and click Run.
    • Once the troubleshooter is finished running, restart your computer and pair your Bluetooth device again.
    1. Restart the Device Association service.
    • Click Windows + R, type services.msc, and click ok.
    • Locate Device Association Service > make sure the service is running and set the startup type to Automatic.
    • If the service is already running, stop the service.
    • Wait for a minute and then start the service again.

See if you can connect your Samsung device to your Windows 11 PC.

Let me know if you still need more help.

Since the phone is detected and the passcode matches, Bluetooth is turned on but the pairing is not completing. Try these steps in order:

    1. Make sure the phone is still in pairing mode and kept close to the laptop.
    2. Check the phone battery level and charge it if needed. Low battery can prevent pairing.
    3. Turn Bluetooth off and back on in Windows:
      • Go to Start > Settings > Bluetooth & devices
      • Turn Bluetooth off
      • Wait 10 seconds
      • Turn Bluetooth on again
    4. Remove the phone from Windows and add it again:
      • Go to Start > Settings > Bluetooth & devices
      • Find the Samsung phone
      • Select More options (...) > Remove device
      • Select Add device and pair the phone again
    5. Restart the phone and the laptop, then try pairing again.
    6. Check for Windows updates:
      • Go to Start > Settings > Windows Update
      • Select Check for updates
    7. Run the automated Bluetooth troubleshooter in the Get Help app: Run the troubleshooter in Get Help

If the laptop shows Bluetooth but still does not complete pairing after these steps, also confirm the laptop supports Bluetooth and that Bluetooth is enabled in Start > Settings > Bluetooth & devices.
