An Azure platform as a service offer that is used to deploy web and cloud applications.
Hello @Goutam Sahoo
The transaction shown in your screenshot appears to be associated with the payment-card verification process. A successful small verification transaction does not necessarily mean that the Azure Free Account itself passed Microsoft's eligibility checks.
Microsoft performs several checks during Azure Free Account registration, including account/profile information, identity verification, payment-card verification, and whether the person/account has previously been associated with an Azure subscription. Microsoft documents that the Free Account is intended for customers who are new to Azure.
The message “You're not eligible for an Azure Free Account” can occur even after the card verification step succeeds.
I would check the following:
- Previous Azure usage: If you've previously had an Azure subscription, including under another Microsoft account using the same identity/payment information, you might no longer qualify for the Free Account. Microsoft states that if you've previously had an Azure subscription, the free trial can't be activated again.
- Account information: Verify that your name, address, phone number, country/region, and other profile information are accurate.
- Payment information: The cardholder and billing information should match the information held by your bank. Microsoft currently supports Visa and Mastercard credit/debit cards in India, while prepaid and virtual cards aren't accepted for Azure subscriptions.
- Check whether a subscription was actually created: Sign in to the Azure portal and check Subscriptions or Cost Management + Billing. The payment verification could have completed while the subsequent Free Account eligibility check failed.
Regarding the e-mandate, the screenshot shows the mandate status as CANCELLED. It also shows a maximum mandate amount of ₹2,00,000, but that should not be interpreted as Microsoft charging you ₹2,00,000. An e-mandate/standing instruction defines authorization parameters for future eligible payments; the actual transaction visible in your screenshot is ₹2.
I would also avoid posting the full Mandate ID, card details, billing identifiers, or other payment information publicly on Microsoft Q&A.
The community won't be able to determine the exact internal reason Microsoft's eligibility system rejected the Free Account. If you've confirmed that you've never previously had an Azure subscription, your profile information is correct, and this is a supported non-prepaid Visa/Mastercard, then this needs to be reviewed by Azure Billing/Subscription Support. Similar recent cases with the same eligibility message have also been directed toward account/eligibility review when the normal requirements were satisfied.
Microsoft's official troubleshooting guidance is here:
Troubleshoot Azure sign-up issues
Troubleshoot a declined card for Azure
One point I'd emphasize: don't repeatedly create new Microsoft accounts or retry with multiple identities/cards to obtain another Free Account. If Microsoft's eligibility system has rejected the signup, Azure Billing Support is the appropriate team to determine whether the account can be reviewed.
If you have never used Azure before and believe you meet all the Free Account requirements, please confirm that here. A Microsoft moderator may then be able to advise on the appropriate private billing/account-verification support path, since eligibility and payment-account details can't be investigated from the public Q&A forum.
