Why am I too young to update my subscription?

I attempt to update my subscription to 360 and receive a message I am too young to do so.

No one has any idea why you are too young because we don't know anything about you.

In the United States and many other countries, individuals must be 13 or older to create or manage an online account. If Microsoft (or any other organization) has information that you are less than 13, you won't be allowed to create or manage an online account.
