If the offer requires recurring billing, recurring billing must be turned on for the subscription.

Try this:

1. Sign in at https://account.microsoft.com/services.
2. Find the subscription and select Manage.
3. Select Turn on recurring billing.
4. Follow the prompts to enable it.

Important checks:

• If Turn on recurring billing is already shown, recurring billing is currently off.
• If Renew or Resubscribe appears instead, select that. It also turns recurring billing on.
• If the subscription shows Paid with pre-paid card, recurring billing cannot be turned on for that subscription.
