Enrolling via provisioning packages failing Registering Azure AD

I'm trying to enroll Asus laptops in Intune via a provisioning package created with the Windows Configuration Designer.
I've done pretty basic setup with the WCD: Azure AD Join, device name, wifi network.

The WCD is installed on the same version of Windows that's running on the laptops (21H1 Education)

All steps work except the "Register for Azure AD"... That fails.

When I go to Azure AD - Devices - Audit logs, all steps are performed correctly BUT there's also a Delete device & Unregister device step added and I don't know why...

What am I missing?

    Resolution:

    ===================

    1. Reset the laptop in question to factory settings for a clean OOBE
    2. Installed ADK on a VM running the same W10 version as the target laptop
    3. Created the necessary provisioning package
    4. Applied to the freshly reset computer and all is good!

    @hans swolfs , Based on my testing previously, I find the WCD from Microsoft store is not working. Please ensure we use the WCD from ADK. we can download it from the following location:
    https://learn.microsoft.com/en-us/windows-hardware/get-started/adk-install

    However, if we still get the Azure AD registering failure, we need to contact Azure AD support. Here, I have added the "azure-active-directory" tag to see if we can find the support. If not, we suggest to submit a new thread only with this tag.
