Microsoft for Startups: "You're not eligible for an Azure free account" on MS-AZR-0036P activation — personal MSA appears not bound to Startup Profile

I joined Microsoft for Startups on 11 August 2026 through the new Azure portal experience

(portal.azure.com → Microsoft_Azure_Startups). I completed the flow up to Azure account

creation, but activation fails at the final step.

What happens

I select "Continue without a code", complete the LinkedIn identity verification, and I am

redirected to:

https://signup.azure.com/signup?offer=MS-AZR-0036P&creditId=<my-credit-id>&appId=azsup

&redirectURL=https://portal.azure.com/?homeview=startup%23home

The page immediately returns:

"You're not eligible for a free Azure account.

Don't worry, you can still use Azure with pay-as-you-go and no upfront payment."

The only offered action is to sign up for pay-as-you-go, which would not carry the

startup credits.

Offer: MS-AZR-0036P

creditId: present in the redirect URL (can share privately with support)

Why I believe this is not a user-side eligibility problem

  1. The redirect URL already contains a creditId, so the credit entitlement was issued on the program side. The failure is on the Azure signup side.
  2. The account is a personal Microsoft Account, confirmed at account.microsoft.com. It is not a work/school (Entra ID) account.
  3. The Microsoft account is new — it was created during the Microsoft for Startups joining flow and has never been used to create an Azure subscription or a free trial.
  4. The same MSA was used for program registration and for credit activation.
  5. Country/region selected is Türkiye, which was available in the country dropdown during Azure account setup.
  6. LinkedIn identity verification was completed with a personal LinkedIn account and did not report an error.

What I have already tried

  • Cleared browser cache and retried
  • Retried in a private/incognito window
  • Retried in a different browser

The result is identical every time.

This looks the same as previously reported cases where a personal MSA is not bound to a

Startup Profile in the Microsoft for Startups tenant, and the eligibility flag has to be

corrected on the backend:

What I am asking for

I cannot open a ticket through the documented channel: the "Your Microsoft Team" tile with

"Get Program Support" is not present in my Azure portal, since that entry point only

appears after the application is approved.

Could a moderator please route this to the Microsoft for Startups Concierge / Program

Support team for an eligibility flag and account-to-Startup-Profile binding review? This

is an entitlement/provisioning correction and is outside the scope of standard Azure

billing support.

I am aware of the 90-day activation window from acceptance of the program agreement and

would like this resolved well before it lapses.

Thank you.
