Hotmail account access denied

I haven't used my hotmail account for years. The only reason that I still have it is because it's tied to my appleID - which i can't seem to change. I need to access it now because i purchased something that was routed to my hotmail unfortunately. When i tried to go through the recovery steps, i didn't have enough information to get back in. I'm not sure what to do now.

    Since you mentioned that you haven't used your Hotmail account for years, I'm afraid your account may have already been deleted/closed due to inactivity.

    As stated by Microsoft, accounts that have not been signed in or have been locked for more than 2 years will be deleted due to inactivity, and they can no longer be recovered: https://support.microsoft.com/topic/microsoft-account-activity-policy-7c0a9fa7-0982-b7c6-fd72-df852b63699f
