This is the Server Core experience (similar to Linux server distribution such as Ubuntu Server), where you only have the shell access (PowerShell by default).You have installed windows server core which has No GUI and is the mentioned is not an issue but an expected behavior with the Server image
If you want the traditional desktop experience, choose the correct Windows Server 2019 image when creating virtual machines.
