Azure AI Foundry deployments fail with error 715-123420: “Our system has detected this request as unusual activity for your account”

I’m trying to deploy AI models in Azure AI Foundry using a subscription with free AI founders credits. Model deployments that worked previously are now failing immediately for all models.

Based on other posts, this appears to be a platform-level fraud/risk hold (RTFP) on the subscription rather than a configuration issue.

    Hello @James Barrett

Yes, your assessment matches other reports of 715-123420.

Microsoft moderators have confirmed in recent Q&A cases that error 715-123420 (or 555420) indicates that Azure AI Foundry has blocked the model deployment because of a fraud/risk signal, and the request requires review by the appropriate Microsoft internal team.

Since deployments that previously worked are now failing immediately across multiple models, this is unlikely to be a normal model quota, capacity, RBAC, or deployment configuration issue.

I would recommend not repeatedly retrying deployments or recreating Foundry resources, as those actions won't clear a platform-level restriction.

Next, request a Microsoft review. Provide the following information privately to Microsoft Support or a Microsoft Q&A moderator:

    • Error code: 715-123420
    • Subscription ID
    • Foundry/Cognitive Services resource ID
    • Model and deployment SKU attempted
    • Region
    • UTC timestamp of a failed deployment
    • Trace ID, Client Request ID, and Service Request ID, if available

Since you're using a subscription with free AI Founders credits, also mention that in the case so Microsoft can verify the subscription's eligibility/status as part of the review.

Do not post the subscription ID or other sensitive account information publicly.

A Microsoft moderator should be able to request these details through a private message and route the case to the appropriate internal team.

Please "Accept the Answer" if this information helped you. This will help us and others in the community as well.
