If you mean classic Outlook for Windows that is installed as part of Microsoft 365 Apps, you'd need to uninstall Outlook with other apps like Word, Excel, PowerPoint, etc. . Microsoft 365 Apps is installed as a suite, and Outlook is one of its applications.
So, if your goal is to reinstall classic Outlook, you do not uninstall Outlook separately. The appropriate approach is to repair Microsoft 365, or, if necessary, uninstall and reinstall the entire Microsoft 365 Apps suite. A Quick Repair is the first thing I would try, followed by Online Repair if Quick Repair does not resolve the problem.
If you are referring to the new Outlook for Windows, that is a separate application and can be uninstalled/reinstalled independently.
