How do I unblock my Classic Outlook email address

Outlook claim that up to 500 recipients can be attached to an email. But when I attempt to send an email to 20 people my account is blocked. Why is this happening?

Microsoft has recently tightened a lot of spam rules, but the condition of 500 emails depends on a lot of stuff.

1. Consider buying a 365 subscription first, as it has more generous limits.
2. If you have any signature in the email, remove it and verify.

4. Other factors in Play are your IP address reputation, VPN usage etc.
