First thing to check is for any Rules that might be routing new mail to the Deleted Items folder.

From the Classic Outlook main menu do: File -> Manage Rules and Alerts. You should see a screen like this:

Do you have any Rules that are Enabled (have a checkmark) that you don't recognize?

Then do the same Rules check using Outlook Web https://outlook.cloud.microsoft/
File -> Settings -> Mail -> Rules.

First, go to https://outlook.live.com/mail/ to make sure that new email is in your mailbox "on server". If you are not sure, try to send email to yourself from some other email, or just ask some friend to send you an email. Let me know if you receive emails "on server".
