Something is wrong with your system. Do you have any third-party antivirus or disk tool?

please retry chkdsk command when booting in safe mode. https://support.microsoft.com/windows/start-your-pc-in-safe-mode-in-windows-10-92c27cff-db89-8644-1ce4-b3e5e56fe234

88 % means that the drive used only 1/8 of its total resource. So, it is good enough result.

Disk is in a good physical state. Please run command prompt as administrator, run chkdsk c: /r /scan command and show its result.

Slow boot may be caused by faulty sectors on the drive. So, please check drive's health with third-party CrystalDiskInfo tool and show its window.
