Azure OpenAI Deployment: 'Insufficient quota' Error When Deploying GPT-5.6-SOL Model

Problem description

I am attempting to deploy the gpt-5.6-sol model on Azure OpenAI Service across multiple regions (South Africa North, East US 2, Sweden Central) under both Global Standard and Data Zone Standard SKUs. Each deployment request consistently fails with an 'Insufficient quota' error, despite my understanding that this is not a throughput limit issue. I have not been able to find existing quota allocations for these models and regions, and I am seeking guidance on how to resolve this quota restriction.

Environment

Azure AI Foundry component: Azure OpenAI Service; Model: gpt-5.6-sol; Regions tested: South Africa North, East US 2, Sweden Central; Subscription type: Microsoft for Startups member.

What I've already tried

I have attempted to deploy gpt-5.6-sol in all three regions under both SKUs; every deployment request returned 'Insufficient quota'. I reviewed Azure documentation on quotas and limits, and I consulted community Q&A posts about quota exhaustion and resource purge behaviors after deletion. I opened this support case to request a quota increase or clarification on the correct escalation path. The initial support response indicated 'No data found', and no further diagnostics or guidance have been provided to date.

Current status

My deployment remains blocked by the quota issue. I am requesting guidance on how to obtain the necessary deployment quota for the GPT-5.6-SOL model in the specified regions and SKUs. I am also seeking confirmation on the status of my quota increase request or instructions on how to escalate this matter if the request is pending beyond the typical 24–48 hour turnaround.

    Welcome to Microsoft Q&A!

@Lukhanyo-6150 I hope you are doing well,

The "Insufficient quota" error for gpt-5.6-sol under a Startups subscription means your default backend quota is currently set to exactly zero. Microsoft temporarily restricts default quotas for newly released or high-demand models to protect regional compute capacity.

The "No data found" response you received from support indicates your ticket was caught by standard automated diagnostics rather than reaching the capacity engineering team.
