Try these steps in order for Windows 11 on the HP EliteBook:

    1. Check the basics first.
      • Make sure the laptop actually has Bluetooth capability.
      • Make sure Bluetooth is turned on.
      • If using a Bluetooth device, make sure it is powered on, charged, and close to the laptop.
      • If the device was previously trying to connect, turn the Bluetooth device off, wait a few seconds, then turn it back on.
    2. Run the Bluetooth troubleshooter.
      • Open Settings with Windows key + I.
      • Go to System > Troubleshoot > Other troubleshooters.
      • Find Bluetooth and select Run.
      • Follow the prompts and apply any fixes it finds.
    3. Update the Bluetooth driver in Device Manager.
      • Select Start, type Device Manager, and open it.
      • Expand Bluetooth.
      • Right-click the Bluetooth adapter.
      • Select Update driver > Search automatically for drivers.
      • Restart the PC after the update.
    4. Install Windows updates again from the main Windows Update page.
      • Go to Start > Settings > Windows Update.
      • Select Check for updates.
      • Install anything available and restart.
    5. Reinstall the Bluetooth driver.
      • Open Device Manager.
      • Expand Bluetooth.
      • Right-click the Bluetooth adapter and select Uninstall device.
      • Restart or shut down and turn the PC back on.
      • Windows should reinstall the driver automatically.
      • If it does not, open Device Manager, then use Action > Scan for hardware changes.
    6. If Windows says the best driver is already installed, install the driver from HP.
      • Go to the PC manufacturer’s support website.
      • Search for the exact HP EliteBook model.
      • Download and install the latest Bluetooth driver for Windows 11.
      • Restart the laptop after installation.

If Bluetooth does not appear in Device Manager at all, and there are no unknown devices listed, use the Bluetooth troubleshooter first, then install the latest Bluetooth driver from the HP support site for the exact EliteBook model.
