Hello Mayer,
Your CRL failure is happening because the base CRL has grown too large for Active Directory replication. The most effective way to address this is to reduce reliance on the base CRL and shift more validation to delta CRLs. Set the base CRL validity to a longer period, such as 1-2 weeks, and configure the delta CRL validity to 1 day. This ensures clients download smaller, more frequent updates instead of the oversized base file.
Partitioned CRLs are also critical in your case. By splitting the CRL into multiple partitions, each covering a subset of certificates, you keep individual CRLs well below the replication threshold. This is configured using certutil -setreg CA\CRLPartitions <value> followed by restarting the CA service.
Additionally, verify that your distribution points include HTTP alongside LDAP, since HTTP handles large CRLs more efficiently. Check registry values under HKLM\SYSTEM\CurrentControlSet\Services\CertSvc\Configuration<CAName> for CRLPeriod, CRLDeltaPeriod, and CRLFlags to fine-tune publication behavior.
In short, extend base CRL lifetime, shorten delta CRL intervals, and implement partitioned CRLs. This combination prevents oversized lists and stabilizes LDAP synchronization.
I hope you've found something useful here. If it helps you get more insight into the issue, it's appreciated to accept the answer. Should you have more questions, feel free to leave a message. Have a nice day!
HL.
