I've run through the recommendations to no avail. Can you get me someone I can speak with?

Is the problem with the account itself (https://outlook.live.com)? Or is it with the e-mail app you are using?

If this is new Outlook for Windows, remove and add the account again from the account settings page:

    1. Open Outlook.
    2. Go to View > View settings.
    3. Select Accounts > Your accounts.
    4. Under Email accounts, select Add Account.
    5. Enter the email address and select Continue.
    6. If prompted, enter the password and select Done.

If the account still will not add:

    1. Go back to View > View settings > Accounts > Your accounts.
    2. Check whether the account is still listed there.
    3. If it is listed, select Manage next to that account, then select Remove.
    4. After removal finishes, try Add Account again.

    Important details:

    • Some non-Microsoft providers such as Gmail, Yahoo, and iCloud require account setting changes on the provider’s website before Outlook can add the account.
    • Removing an account from Outlook only removes it from the app. It does not delete the mailbox itself.
    • Removing the account deletes offline cached content for that account from the device.

If this is classic Outlook for Windows instead:

    1. Select File.
    2. Select Account Settings > Account Settings.
    3. If the account still appears, select it and choose Remove.
    4. Confirm the warning, then add the account again.

If the problem started in Mail for Windows 10 after an upgrade and accounts cannot be created at all, Microsoft documented a workaround to reinstall the missing email Function-on-Demand component by running this elevated command:

    dism /online /Add-Capability /CapabilityName:OneCoreUAP.OneSync~~~~0.0.1.0

Then restart the device. This is an administrator command and changes Windows components, so it should be used only for that specific Mail for Windows 10 upgrade issue.
