What I think you are seeing is that if you try to sign-in to your account and it fails, New Outlook will suggest you create a new account.
If this is a Microsoft Account (e.g. outlook.com, hotmail.com) can you logon to Outlook Web mail?

One thing to try is to completely erase your current New Outlook for Windows Profile and start all over again. This removes some cached data that uninstall doesn't.
