Hello @G Atkins
Since two Office reinstalls and a new Outlook profile made no difference, stop focusing on the Outlook profile or looking manually for Content.Outlook. This may instead involve the Windows/Office HTML rendering components or something intercepting web content.
First, test Classic Outlook in Safe Mode:
outlook.exe /safe
If HTML messages work correctly there, disable COM add-ins and re-enable them individually. Microsoft recommends Safe Mode to isolate Outlook add-in conflicts.
If the issue remains in Safe Mode, run the Classic Outlook Advanced Diagnostics through Windows Get Help. SaRA hasn't simply been removed without replacement. Microsoft migrated its Outlook diagnostics into Get Help in 2026, and you can find the diagnostic output under %LocalAppData%\GetHelp.
Since reinstalling Office doesn't fix it, I would also test the same mailbox under a new Windows user account, not just a new Outlook profile. If it works there, that strongly points toward a Windows user-profile/HTML cache or configuration problem. If it fails there as well, investigate system-wide security software, web filtering/proxy software, and Windows components.
Also, don't manually create SecureTemp, OutlookTemp, or OutlookCache folders. The absence of those exact folder names isn't evidence of the problem on its own.
