I am sorry, but this a common and on-going problem, because Microsoft has put in place some very stringent Anti-Phishing policies.

If the sending domain fails any of the "Impersonation" test (DMARC, SPF and DKIM) then the email is bounced. i.e. Sender gets a Non-Delivery Report (NDR) and the email never gets to your mailbox. Not even Junk.

    See https://learn.microsoft.com/en-us/defender-office-365/anti-phishing-policies-about

If you can get the full domain for the provider's email notification service (almost never the same as the domain of the website you visit or where "normal" emails come from) then you can check the Anti-Phishing configuration yourself using a Domain Checker. A search for Sendmarc Tools should get you a hit for a well know one.

But you are not alone, just a sample of recent similar reports:

    Hi Christopher,

Since normal emails are arriving but verification/automated emails from several different services are not, I would first check Outlook.com under Settings > Mail > Junk email and make sure those addresses or domains are not blocked. You can also add the senders you trust to Safe senders.

Also check any Inbox rules you have enabled. If a particular verification email still never arrives, ask that company to confirm whether their system actually sent it and whether they received a delivery failure.

If this is happening with many unrelated senders even after checking those settings, I would contact Outlook.com support from Help > Still need help? so they can investigate the mailbox further.

Thank you, and feel free to respond back for more assistance.
