When I pin the "Downloads" to the toolbar and then right click it, it shows "Customize Toolbar" and "Pin". However, when I click on "Pin", it gets unpinned.

The right information should be "Customize Toolbar" and "Unpin." What is your Microsoft Edge version? You can find it by selecting the three dots on the toolbar > Help and feedback > About Microsoft Edge
