Cannot Log In Due to Authenticator only Communicating to Wrong Device

Hello, I am beyond frustrated. I should have been able to talk to someone at Microsoft instead of having to post here. The degree to which they dodge interactions with their own users is obscene.

Deep breath. Anyway, I am trying to log into my Outlook email on my laptop (MacBook Air). When I go to log in, it says, "Open your Outlook mobile app, and enter the number shown to sign in." I open Outlook on my phone (iPhone), and nothing appears no matter how much refreshing I do on either device. I then select the option below which says, "I can't use my Outlook mobile app right now," which gives me three options:

#1: "Approve a request on my Microsoft Authenticator app." The number shows up to input, but when I open the Authenticator app on my phone, there is no opportunity to input the code, again not matter how much refreshing I do on either device.

#2: "Approve a request on my Outlook mobile app." Funnily enough, I had just pressed the button that says I couldn't do this. I go ahead and try again, but it's the exact same result as before.

#3: "Use a verification code." When selecting this option, the following text appears, "Enter the code displayed in the Outlook app or Microsoft Authenticator app on your mobile device." This time, there's a space to type in a code on the web browser instead of vice versa. But low and behold, no code is presented when opening either the Authenticator app or Outlook on my phone.

I am almost certain that Outlook is trying to verify using an old device (an older iPhone) which had been connected to my account. I believe this because this is the second time I've had this issue, and the first time I was able to solve the problem by fishing out my old phone, powering it up, and opening the Outlook app on that device where I saw the code, and it worked. Unfortunately, I do not have access to that device any longer.

What else can I do. I can't even post for help from that account, I had to create a new account to ask for help which is just ridiculous. I cannot get ahold of anything except for the absolutely useless AI when I call any of the toll-free numbers listed on Microsoft's website. The AI prompts me to use the sign-in helper on Microsoft's website which also goes absolutely no where. I would love to talk to a person at Microsoft, but if anyone else can help, I'd appreciate it.

p.s. If there is a formal way to lodge a complaint with Microsoft regarding their customer service arrangement, I would also gladly take in that info.

Thank you for your time.
