    Hi, John ROBERTS

Since both sending and receiving have stopped, the first step is to determine whether the problem is with the mailbox itself or only the Outlook app.

Here are some suggestions you can try:

Sign in directly at https://outlook.live.com/ and send a test email to yourself. If email works there, your account is fine and the installed Outlook app is the likely issue.

In classic Outlook, check the bottom status bar. If it shows Working Offline, Disconnected, or Trying to connect, select Send/Receive and turn off Work Offline. You can also press F9 to force a manual send and receive.

Press Windows key + R, enter outlook.exe /safe, and press Enter. If email works in Safe Mode, disable Outlook COM add-ins under File > Options > Add-ins.

If it still fails, repair the Outlook profile through File > Account Settings > Account Settings > Email > Repair, then restart Outlook.

If Outlook.com also cannot send or receive, check the Outlook.com known issues page before changing anything else.

Thank you for your patience in reading, I hope this information has been helpful to you.
