Unable to add Co-owners for Flows created by company leaver?

Question

How can I add the Co-Owners for Microsoft Flows that were created by the disabled user?

The user who created this flow has left the company and the account is disabled. I've login as Global Admin, but cannot add my service account and myself as Co-owners:
