You must be a Global admin to manage MFA and give users the ability to add app passwords. If you are a global admin, you can go to Azure Active Directory > Users > Multi-Factor Authentication > service settings and select "Allow users to create app passwords to sign in to non-browser apps"

If you are a regular user and your admin has enabled app passwords, you will then be able to create app passwords from the Additional security verification page.
