I can't log in because the account is linked to two-step verification with a phone number that no longer belongs to me.

If the Account Sign-In Helper says there are no problems with your Account (i.e. It's not locked)

    • In a Private/Incognito browser session, open: https://aka.ms/sign-in-helper
    • Scroll down to "Choose how you normally sign in, then enter your details"
    • Click "With an email address"
    • Enter your email address and click [OK]

If you can complete one verification step for your account (e.g. password), and the account is not flagged for "unusual activity", you might be able to go for an Account Security Reset. You can try this when you can't access a second verification method or you can't use Account Recovery because your account has Two-step Verification (2FA, MFA).

This will put your account in a 30 day "Pending Request" state. You will have limited access to the account during this period or no access at all if the account has Two-step Verification enabled.
