    Hi Rod Sacharnoski,

I understand how disruptive this is, especially when these are contacts you have emailed successfully before.

The “counting rocks” prompt is an automated verification check and may not appear every time. Its absence does not necessarily mean that something is wrong with Outlook, nor is there a setting in classic Outlook that you can use to turn that prompt back on. The delivery report itself will provide the more useful clue.

Could you please check the returned message and share the exact error code and wording shown under Diagnostic information for administrators? Please remove or blur all email addresses and other personal information before posting it. Also, does a message sent to just one of these recipients go through successfully, and does the same group message fail when sent from Outlook.com in a browser?

In the meantime, try sending the message to a much smaller number of recipients. If that works, divide the group into smaller batches rather than repeatedly resending the same message to the full list. You can also create a fresh message and enter the addresses again instead of reusing the existing group or AutoComplete suggestions.

If individual messages work but every larger group message is returned, this may indicate an account-level sending restriction that cannot be removed from within classic Outlook. In that case, please contact Microsoft Support and provide the complete delivery report so the support team can review the specific rejection reason.

Please let me know the diagnostic code and whether the test from Outlook.com succeeds. Thank you so much for your understanding.

If messages to the same group addresses are now bouncing, start with the non-delivery report itself and check the Diagnostic information for administrators section. That section usually identifies the reason the message was rejected.

For repeated failures to group recipients, the supported fixes are:

    1. Verify the group member addresses in the error report
      • Review the email addresses listed in the failure message.
      • Remove any old or invalid addresses from the group.
    2. Clear a bad cached recipient entry in Outlook
      • This is especially relevant if replies or forwards fail, or if the same address used to work.
      • In a new message, delete the recipient from the To field.
      • Start typing the address until it appears in AutoComplete.
      • Select the entry in the AutoComplete list and delete it.
      • Re-enter the full address manually, then send again.
    3. If the failure mentions connection or timeout errors
      • Errors such as Can't connect to remote server/message expired or Connection timed out can resolve on their own.
      • If the report says the recipient system will keep retrying, no action is needed.
      • Otherwise, wait a short time and resend.
    4. If the failure mentions blocked, listed in, spamcop, dynablock, blackhole, or spamhaus
      • The recipient server is blocking the sending server or account as suspected spam.
      • The recipient’s email provider support team must unblock the account or domain.
    5. If the failure is only for a distribution group or Microsoft 365 Group
      • Confirm the intended recipients are actually members of the group.
      • Recent membership changes may not have fully propagated yet.
      • Also check whether mailbox rules are moving or deleting delivered messages.
      • For Microsoft 365 Groups, members might not be subscribed to receive group messages in their inbox.
    6. If the message includes attachments
      • Large attachments can cause delivery problems.
      • One Outlook support article specifically calls out attachments larger than 10 MB as a possible cause in failed delivery scenarios.

If this started around the time Outlook stopped prompting for the human verification challenge, the most actionable next step is still the NDR details. The bounce text will show whether this is a bad cached address, invalid group member, timeout, spam block, or a group membership/subscription issue.
