email to volunteer list

As a small community organization, I have always been able to send a notice of meetings to our 115 volunteers - until now. Now, I'm being told to prevent spam, my email didn't send to anyone - all 115 addresses were rejected. After several hours of fruitless searching and trying options, I have given up and have had to pretty much send individual messages. The number microsoft says one can send daily is 300, yet my 115 is well below that.

To say I'm upset is an understatement. Can anyone suggest how I might do this.

I have tried all these suggestions that AI mentioned. I did break into smaller groups, it was a short email, I cannot wait 24 hours to send a few at a time. This is unacceptable.

For Outlook.com, this is usually a sending-limit or account-reputation restriction, not the published maximum alone. A newer or recently restricted account can have a temporarily lower quota even when the normal Outlook.com limits are higher.

    Practical steps:

    1. Split the 115 recipients into smaller batches instead of one send.
      • Outlook.com can allow up to 500 recipients per message for Microsoft 365 subscribers, but limits can be lower based on usage history.
      • Sending smaller groups spaced out over time is less likely to trigger anti-spam protection.
    2. Avoid sending too many messages at once.
      • Outlook.com guidance specifically recommends not sending too many emails at once or to too many people.
      • If this block just started, wait about 24 hours before trying another bulk send.
    3. Build account reputation if the account is newer or recently flagged.
      • New Outlook.com accounts can have a low temporary sending quota that increases after credibility is established.
      • Sending some normal one-to-one messages and getting replies can help establish that credibility.
    4. Check message size and signature.
      • If the message has attachments over 25 MB, it won’t send.
      • If the message has a signature, remove it once and try again, because signatures can sometimes affect sending.
    5. Improve deliverability hygiene.
      • Make sure recipients are in Contacts.
      • Ask recipients to add the address to their safe senders list.
      • Don’t put all recipients in BCC.
    6. If a non-delivery receipt was generated, use Sender Support in Outlook.com.
      • That is the documented path when the recipient address is correct but Outlook.com still returns a non-delivery result.

For a volunteer notice list, the most workable approach is usually: wait 24 hours, send in smaller batches, and continue with smaller sends for a few days until the account reputation recovers or increases.
