    Hello,

Welcome to the Microsoft Windows Community.

Good evening, @Sean Ralston . To provide a more accurate solution, please let us know the make and model of your computer and webcam (if the webcam is a separate device), you can do this by pressing Win+R, pasting the command msinfo32, pressing Enter, and then taking and sharing a screenshot (Win+Shift+S). . In the meantime, please run the Windows troubleshooter by going to Win+i > System > Troubleshoot > Camera and following the on-screen prompts.

    Awaiting your reply...

A constant black screen usually points to one of these causes:

    1. Camera privacy is blocking access
In Windows, go to Start > Settings > Privacy & security > Camera and make sure Camera access and Let apps access your camera are both On.
    2. A physical privacy shutter or privacy key is enabled
On many refurbished laptops, the camera may be physically covered or disabled by a hardware privacy switch/key. Check for:
      • a sliding shutter over the lens
      • a camera privacy key on the keyboard
      • a manufacturer privacy mode app
If the screen is gray/black, shows a lock icon, or only shows background effects, this is a common cause.
    3. Run the built-in camera troubleshooter
Open the Get Help app and run the automated camera troubleshooter. It can diagnose and fix many camera issues automatically.
    4. Check Surface-specific health tools if this is a Surface
      Open the Surface app and:
      • expand Help & support
      • check for updates
      • select Get help and describe the camera problem
    5. Reinstall the camera driver
If the device is a Surface and not a Surface Pro X, these are the documented steps:
      • Open Device Manager
      • Expand Cameras
      • Open the listed camera device such as Intel(R) TGL AVStream Camera or Intel(R) AVStream Camera
      • Open the Driver tab
      • Select Uninstall Device
      • Select Attempt to remove the driver for this device
      • Select Uninstall
      • Restart the device
Warning: Do not do this on Surface Pro X. On that model, uninstalling camera drivers may require a full system reset to restore them.
    6. Force a restart if the issue continues
      On Surface devices:
      • Select Start > Power > Shut down
      • Wait briefly
      • Press and hold the power button for 20 seconds
      • If the logo appears early, keep holding until it appears again

If this is a newly refurbished non-Surface laptop, the most likely first checks are the Windows camera privacy settings and a physical privacy shutter/key. If this is a Surface and the steps above do not help, service or repair options may be needed.
