    Hello Abdallah Mukahel

This error is not specific to Azure OpenAI or Foundry. The Azure subscription itself is Disabled, so Azure blocks all create/update operations, including model deployments. Microsoft documents that PUT, PATCH, and POST operations are unavailable while a subscription is disabled.

Check Azure Portal → Subscriptions → your subscription → Status.

Common reasons include expired credit, reaching a spending limit, a past-due balance, payment-method problems, or the subscription being explicitly disabled.

You can reactive your subscription with this reactivation guidance: Reactivate a disabled Azure subscription

If the subscription remains disabled after resolving the billing/account issue, open an Azure subscription management support request.

    Create an Azure support request

Also, please remove or mask the Subscription ID from the public question and provide it only privately to Microsoft Support.
