Hi,
We are facing the exact same issue with SP2019, this is completely a brand new setup. SharePoint site collection are working fine, however when we try to setup Mysite we get the exact same error, we have verified with the pre-requisites an everything is installed properly and functioning. We deleted and recreated entire Mysite web application from scratch and did the configuration multiple times and still its the same issue. There is no firewall or antivirus installed.
Regards,
Lishoy

Do you have trouble accessing Central Administration or other site collections in this farm?

Please check as following for basic troubleshooting:

  1. Make sure SharePoint is not blocked by firewall or antivirus on your machine.

  2. Refer to this document to configure My Site for SharePoint Server 2019: Configure My Sites in SharePoint Server.
    And quoting this document:

Because My Sites have dependencies on other service applications and features in SharePoint Server, ensure that you meet the prerequisites in this section before you perform the procedures in this task.

  3. Make sure you do not use System Account as a managed account to run the services application pool in IIS.
Also give your farm account Full Control permission to the User Profile Service Application in CA and then test again.

@ChelseaWu-MSFT
Thanks for replying back..

1, Yes i can access CA and all other site collections in this farm
2, No Firewalls or Antivirus Installed
3, We are not using the System Account as Managed account to run the service application pool in IIS
4, Farm admin account has full control - administrators access for UPSA

I even deleted the Mysite web application and re-created everything and still ended up getting the same error.

Is the User Profile Service Application in well function, for example, can you visit user profiles normally? What authentication method are you using for the web applications?
If everything works normally, you can build the My Site host in an existing web application, for example, under “http://sp2019:80/my/”.
