I created a new email and inserted as text, at outlook client, it displayed well, but the file which generated by click outlook "Save As" button can not display well: I have four table tags, it only display three table tags.

From your description, are you trying to insert HTML code directly into a message via Insert > Attach File > select the created html file > press the down arrow on the Insert button > Insert as Text:
If this is the case, could you try to save your sample HTML code file into a .TXT file and then upload it using the Insert attachment button?
By the way, what's the version of your Outlook? You can view the detailed build number via File > Options > About Outlook.

Thank you for reply me ! I'm sorry to reply you so late. I sovled this problem by change my outlook version to "Microsoft® Outlook® for Microsoft 365 MSO (Version 2110 Build 16.0.14527.20234) 64-bit ", and open "insert as text" option by this article: https://www.linkedin.com/pulse/how-insert-html-source-code-outlook-emails-maurizio-la-cava/ . Now my outlook could save HTML as well as outlook displayed.
