Did you ever found a solution to it , I also see devices directly showing as compliant
SCCM Feature update / service plan update to Windows 11 not working, clients show compliant !

Tried both feature update and service plan. Windows 10 clients running 21H1 show compliant for the Windows 11 upgrade. What am I missing here ? Sccm is at 2107, windows 10 feature upgrades work fine, Windows 11 does not

having the same issue in my LAB. Except we only have Win 10 20H2 devices in there.
After some search there might be one of two issues here:- The update required is a different language or edition, as shown in the link below (different Feature Update but same solution should apply with Win 11):

I think we run into the second issue (enablement), since SCCM shows compliant and, in our case, no other language or Windows edition is required.
But I am open to any other findings/solutions :)
