Microsoft's consumer support is done via chat, from Get Help app, https://support.microsoft.com/contactus.

If someone asks you to call, I wouldn't.

If you received a pop pup on your computer saying your computer is in some sort of trouble and you need to call Microsoft. DO NOT call. Instead, hold down Ctrl+Alt+Del, launch Task Manager and end all browser items to close that pop up. As long as you don't call and give them access to your computer, no damage done.

Microsoft will never cover your screen and urge you to call a phone number.

    That's how you know it's a scammer.

Without a context from where you got the number, it is hard to say. But if you got it in a mail, or in some popup saying that your computer is infected, no, don't call that number. Do absolutely not call that number.

In which situation it could be a legit number? I can't really think of any... But if you met someone from Microsoft and you got a business card with that number, it might be legit.
