Taskbar no response for a long while sometimes

Question

We found taskbar may have no response for about 1~10 minutes. At that moment, all other application run well with no problem.
This issue have very low fail rate, less than 1%.
Any ideas about it?

Try run Windows Update and download and install all updates.
Try update all drivers (including the graphic card driver).
If problem persist, try perform a Clean Boot and see if the problem persist?
